Sponsors: Representative Dale Kildee (D-MI) Representative John Duncan (R-TN) H.R. 413 and S. 1611 would grant public safety officers collective bargaining rights in states that don't currently provide them. The legislation gives states wide flexibility to write and administer their own laws, consistent with the following minimum rights: • to bargain over wages, hours and working conditions; • to use a dispute resolution mechanism, such as fact finding, mediation or arbitration; and • enforcement of contracts through state courts. The legislation expressly prohibits strikes and lockouts; does not infringe on right-to-work laws; and does not interfere with existing state laws and collective bargaining agreements.

Basically it states that there is a lack of new revenue and recommendations to eliminate 7 full time positions and 2 part time from solid waste, 1 full time from Planning and Engineering, 2 full time from Building and Codes, and 1 part time from administration. A total of 10 full time and 3 part time. It also talks about why layoffs are recommended, Severance package, raises and ETC.

The bill is designed to protect first responders incase they contract an infectious disease while on duty. If it passes and a disease is contract while on duty the employer is liable. Id it does not pass and a disease is contract the employer is not liable unless it can be proven that it was contracted while on duty
